It would mostly depend on whether or not you intend to become serious with digital art and have enough skill in drawing to pursue another method of creation. If you think you're ready to move on then, by all means, move on.

Maybe you should try to see if you can borrow a tablet from a friend or give it a little test run at a store or something.

Trust me when I say that if you don't intend on becoming more serious with your art, stick to good ol' pencil and paper. Sometimes I'll spend 5+ hours working on a project... are you willing to do the same?

Also, the transition from paper to tablet is... well, the best term I can use is "culture shock". At first it's all "aw man, this is awesome!", and then, it's all, "I HATE THIS CRAP! I CAN'T EVEN DRAW A LINE THE WAY I WANT!"

The first few days I had my tablet I hated it because I was unable to control it the way I wanted. After toughing out some practice sessions and learning the ropes of a digital art program, I love it.

Needless to say, the interface takes some getting used to, and it takes some practice and some knowledge of things like layers, gradients, opacity, and paths.

I guess all I can tell you is that if you can afford it and you're serious about improving your abilities, get a tablet. If not, stick to paper.

yeah sadly no friends have a tablet :S

I had a awsome thought which made me think about getting a tablet: If i get a tablet I can do alot more practice and my work will be more polished, the bad thing is that it'll take a good week or so to get used to it. But after I think about it, i'm probably gonna be spamming my spare time with my mom and tablet asking HOW YOU DRAW THAT! etc. I think that I hopefully get addicted and that it'll replace my addiction for the source games :P

Don't try to replace paper completely, you'll only get frustrated. I still use paper much more frequently than my tablet.
